Jay Blackburn

Jay Blackburn is a Management Consultant at Kilda Group LLC, focusing on software enhancement and implementation for federal entities since May 2024. Prior to this, Jay served in the US Navy from October 2021 to May 2024, holding multiple positions including Chemistry and Radiological Officer, Main Propulsion Assistant, and Anti-terrorism Officer, with responsibilities ranging from managing radioactive materials to leading a team of mechanics for nuclear submarine propulsion systems. Additionally, from January 2023 to May 2024, Jay was the Recreation Services Officer on the USS North Dakota, overseeing the Morale, Welfare and Recreation program. Jay holds a Bachelor of Science in Oceanography from the United States Naval Academy and a Master of Engineering Management from Old Dominion University.
