Howard Chen

Howard Chen, PE, is a civil engineer with extensive experience in transportation and traffic operations. Currently employed at Kimley-Horn since October 2025, Howard previously served as a project engineer at Pape-Dawson Engineers, Inc., where responsibilities included developing traffic impact analysis reports using Synchro software. Prior to this role, Howard worked as a transportation engineer for the New Taipei City Government, overseeing various engineering projects related to roadway, traffic control, and drainage plans, as well as developing project deliverables for Mountain Trail and Roadway construction. Also, Howard began a career as an Engineer I with the Taichung City Government in Taiwan. Academic qualifications include a Master's degree in Civil Engineering from the University of Washington and a Bachelor's degree in Civil Engineering from National Central University.
