Terry Phelps

Terry Phelps has extensive work experience in the field of information technology and credit unions. Currently, Terry holds the position of Chief Operations Officer at Latino Community Credit Union, where they oversee the overall operations of the organization. Prior to this role, Terry served as the Vice President of Information Technology at Latino Community Credit Union.

Before joining Latino Community Credit Union, Terry worked at Vision Financial Federal Credit Union as an Information Security Advisor.

Terry also has experience as an Independent Consultant and has provided consulting services in the past.

Before that, Terry served as the Senior Vice President of Managed Information Systems at Civic Federal Credit Union. Their role was instrumental in the establishment of Civic FCU, the first fully digital credit union in the U.S. They contributed to enhancing the member experience by offering expanded services and virtual banking.

Terry's work journey began at Local Government Federal Credit Union, where they held various roles including Senior Vice President of Managed Information Systems & Facilities, Senior Vice President of Managed Information Systems & Risk Management, Vice President of Information Technology, and Manager of Information Technology. They played a vital role in delivering IT strategies, developing technology teams, and aligning technology and security initiatives with the credit union's business requirements.

Prior to joining Local Government Federal Credit Union, Terry worked as a Security Engineer at Secure Enterprise Computing and ITS, State of NC. They also served as a Network Analyst at NC Department of Juvenile Justice.

Terry's early career started at Nortel Networks as a Systems Engineer/Technical Support Supervisor, where they provided support for various networks across the U.S. Their career kickstarted at AT&T as a Technical Staff Member/WAN Engineer.

Terry Phelps pursued coursework in General Studies at East Carolina University. In 2010, they obtained a certification as a Certified Government Chief Information Officer (CGCIO) from the University of North Carolina at Chapel Hill. In 2011, they acquired a Master Certificate in Information Security Management, Government from Villanova University. In 2013, Terry earned a certification as a Credit Union Enterprise Risk Management Expert (CUERME) from CUNA - Credit Union National Association. In 2015 to 2016, they engaged in a program on Leadership and Business Acumen (Executive Development Institute) at the University of North Carolina at Chapel Hill. In 2020, they concluded the requirements to become a Certified Data Privacy Solutions Engineer (CDPSE) from ISACA. Currently, Terry is pursuing a Master of Business Administration at UNC Kenan-Flagler Business School.
