Efrain Mercado is a seasoned education policy professional with extensive experience in advocacy and leadership roles. Currently serving as a Legislative Advocate and Liaison Coordinator for the California Teachers Association since November 2019, Efrain has previously held positions including Director of Education at Children Now and Policy Director at the California County Superintendents Educational Services Association. Efrain's background also includes significant contributions to the National Association of State Boards of Education as Project Director for Common Core State Standards and as Lead Strategist for ASCD on related initiatives. Prior to these roles, Efrain was the Director of Outreach at ACT, Inc., focusing on College and Career Readiness programs, and began the career as a Consultant there, enhancing the adoption of educational assessments. Efrain holds a Bachelor's degree in History from the University of California, Riverside.

The Learning Policy Institute conducts and communicates independent, high-quality research to improve education policy and practice. Working with policymakers, researchers, educators, community groups, and others, the Institute seeks to advance evidence-based policies that support empowering and equitable learning for each and every child. Nonprofit and nonpartisan, the Institute connects policymakers and stakeholders at the local, state, and federal levels with the evidence, ideas, and actions needed to strengthen the education system from preschool through college and career readiness. The Learning Policy Institute has offices in Palo Alto, California, and in Washington, D.C. Its staff includes researchers, educators, policy experts, and communicators committed to ensuring that all children have access to a high-quality education that fully prepares them for the new challenges of our fast-changing, knowledge-based society.
