Debbie Opiekun

Chief Business Development Officer at Leidos

Debbie Opiekun is the Chief Business Development Officer for Leidos responsible for all aspects of business growth. She manages teams in capture operations, government affairs, and our strategic account executives that focus on high-win rates and above-market organic growth.

For the two years prior, Ms. Opiekun has led the Health Group’s Military and Veterans Health Solutions organization where she was responsible for a broad range of programs supporting the health, wellness, and performance of Service Members, Veterans, and their families. She oversaw the win and execution of the Military and Family Life Counseling Program and the execution of several deployments of the Military Health System (MHS) GENESIS.

Previously, she has also served as Deputy Health Group President and as Senior Vice President of Capture Operations and Excellence within the Leidos Business Development and Strategy organization. She was responsible for helping Leidos win large strategic opportunities, through the development and education of a new win plan process and providing capabilities to increase the probability of win including executive capture managers, competitive intelligence, position-to-win, financial strategies, capture support, and proposal operations.

Ms. Opiekun has previously served as the Director of Capture Operations and Excellence for Lockheed Martin Integrated Systems and Global Solutions (IS&GS), the Director of Operations for IS&GS Defense and Intelligence Solutions (D&IS) Business Development, and the IS&GS Director of Engineering Development.

Ms. Opiekun earned a Bachelor of Science degree in computer science from Virginia Tech and a Master of Science degree in systems engineering from the University of Maryland.
