Scott McCollum, MJur, serves as the Associate Director at the Bill Blackwood Law Enforcement Management Institute of Texas (LEMIT) since January 2025. Previously, Scott held multiple roles at the Texas A&M Engineering Extension Service, including Associate Division Director and Acting Division Director for the Institute for Law Enforcement & Protective Services Excellence. With a long-standing career in law enforcement, Scott retired as the Chief of Police for the City of College Station, where roles also included Assistant Chief of Police. Scott holds a Master of Jurisprudence in Wealth & Risk Management from Texas A&M University School of Law and a Bachelor of Science from Texas A&M University, complemented by training from the Federal Bureau of Investigation National Academy.

LEMIT - Bill Blackwood Law Enforcement Management Institute of Texas

Created by the Texas Legislature in 1989, LEMIT is one of the largest and most sophisticated statewide preparation program for police management in the United States and is nationally recognized for its initiatives to develop the administrative, analytical, and executive skills of current and future law enforcement officials. The programs include in-depth examinations of public administration, management issues, and the political, legal, and social environments of policing as well as advanced technical issues facing the discipline.
