Carlos Cartin

Carlos Manuel Cartín Feoli is a Costa Rican Lawyer and Public Notary, graduated from the University of Costa Rica in the year 2010, and graduated as Specialist in Notary and Registry Law from the same University, in the year 2012. He obtained his master’s degree in International Business Law from the American University Washington College of Law, United States, in 2015.

Carlos has developed an all-round professional career: from the private sector, as well as from the public and governmental sectors. He was the Legal Process Manager of the multinational corporation Infosys BPM. In this position, he was responsible for coordinating all relationships with internal and external clients, national and international, related to the legal department of the multinational at a local level, and for providing relevant legal advice focused on contractual and corporate matters. He was responsible for co-leading a global contract management project under U.S. law, working together with and for one of the most important technology companies in the world, such as Google LLC.

He was Legal Advisor and later Legal Manager of the international real estate corporation Grupo Roble. As leader of the legal division in the country, he was responsible for safeguarding the legal interests of the Real Intercontinental Hotel, the JW Marriot Hotel in Hacienda Pinilla, Guanacaste, the Quality Lindora Hotel, the Multiplaza Escazú Shopping Center, the Multiplaza Curridabat Shopping Center, the El Paseo Commercial Center in Lindora, and corporate office complexes such as the Plaza Roble Corporate Center, the Escazú Corporate Center and the Roble Corporate Center.

Carlos served as Legal Advisor to the Ministry of Foreign Trade of Costa Rica, where he concentrated his efforts in the areas of foreign investment, Free Trade Zone Regime and commercial and transactional matters. He acted as the governing body in administrative proceedings against national and international investors and was part of the team in charge of the follow-up of the contentious-administrative litigation of the institution. He was part of the advisory team for Costa Rica in several international investment arbitrations, and participated as one of the country’s legal advisors in the first arbitration panel under Chapter 20 of DR-CAFTA, successfully won by Costa Rica. He was also a member of the institutional team of the Ministry of Foreign Trade before the Forum on Harmful Tax Practices of the Organization for Economic Cooperation and Development (OECD).

He was also Legal Advisor of the Foreign Trade Promotion Agency of Costa Rica (PROCOMER), focusing his work in Free Trade Zones and in the interpretation and application of civil and commercial legislation, both national and American.

He is the author of several articles in various national media such as La Nación, El Financiero, CRhoy, and the digital magazine Punto Jurídico. He has been a guest arbitrator in the International Investment Arbitration Competition, organized and sponsored by the American University and the World Bank. He has been awarded the “Summer Academy Scholarship” by the American University Washington College of Law, as well as the “Developing Bars Scholarship for Young Lawyers” by the International Bar Association (IBA).

For two consecutive years, in 2018 and 2019, he was recognized by the international directory The Legal 500, as one of the most important and influential corporate lawyers in the Central American and Caribbean region.
