Dato’ Haji Azmi graduated from the University of Strathclyde, Glasgow, Scotland, the United Kingdom with a Bachelor of Science Degree in Civil Engineering in 1983 and a Master of Science Degree in Highway Engineering from the same university in 1995.
He was a Resident Engineer for the Public Works Department (JKR), Pahang from 1983 to 1984, and Resident Engineer of JKR, Selangor from 1984 to 1986. As the Resident Engineer, he was responsible for supervising the construction of the army complex, civil work, and air force building.
In 1987, he was posted to JKR Kuala Lumpur (Road Branch) as a Design Engineer responsible for road design and the management and coordination of consultants’ works. His last position with JKR Kuala Lumpur was as Assistant Director of the Central Zone Design Unit. He left in 1997 to join Gamuda Berhad as a General Manager in Design and Technical.

Lingkaran Trans Kota Holdings Berhad is engaged in investment holding and the provision of management services to the subsidiaries. The principal activities of the subsidiaries are to design, construct, operate and maintain Lebuhraya Damansara-Puchong (LDP), and to manage its toll operations and investment holding. The Company operates through segments, including highway and others. The highway segment is engaged in tolling operations and highway maintenance. The others segment is engaged in investment holding. The Company is engaged in construction works on the ground level of mass rapid transport and light rail transit extension projects along certain stretches of LDP and Sistem Penyuraian Trafik KL Barat Holdings Sdn Bhd (SPRINT) Highway. Its LDP and SPRINT services include auxiliary police, traffic surveillance control, and lay-bys and rest areas. Its subsidiaries include Lingkaran Trans Kota Sdn Bhd, Penyenggaraan Litrak Sdn Bhd, Midawasa Sdn Bhd and ETC Links Sdn Bhd.
