Frances Ouellette

Frances Ouellette holds the position of Vice President of Capital Improvements at LivCor, a Blackstone Company, since January 2022. Prior to that role, Frances served as Vice President of Construction Management Redevelopment Capital Improvements at Steadfast Companies from January 2017 to January 2022. In this capacity, responsibilities included managing capital improvements and redevelopment projects across 150 multifamily residential assets totaling 37,000 units. Previous experience includes the role of Vice President of Construction at The Reliant Group from August 2014 to January 2017, where management of design and construction teams for multifamily residential projects took place. Additionally, Frances served as Senior Director of Construction Redevelopment-Capital Improvements-New Construction at BRE Properties from September 2000 to April 2014, overseeing a portfolio of 47 communities with 12,000 apartment homes in California. Education was completed at Orange Coast College.
