Jacqui McKinlay has extensive experience in leadership and management roles in the public and social sectors. Jacqui is currently serving as the Chief Operating Officer at Liverpool City Council. Prior to that, they were the Chief Executive of the Centre for Governance and Scrutiny (CfGS), where they transformed the organization into a leading authority on governance and scrutiny. Before CfGS, they worked at Staffordshire County Council as the Director of Strategy and Customer Services, where they had various responsibilities such as strategy development, stakeholder management, and customer services. Jacqui also held the position of Head of Communications at both Staffordshire County Council and UK Sport. Earlier in their career, they worked as a Communications Officer at the Health Education Authority and started their professional journey as a Graduate Management Trainee at the Civil Services. Jacqui McKinlay obtained their Bachelor of Arts (B.A.) degree in History and Politics from Swansea University, where they studied from 1992 to 1995. Prior to this, they attended Notre Dame High School in Liverpool for an unspecified period.
