Quality Managers lead and manage the deployment of an Institutional integrated quality program that supports the mission and drives operational excellence by ensuring quality work is executed consistently and effectively through enhanced performance, efficiency, and improvement across all major areas of Weapons, Science Technology and Engineering (ST&E), and Operations, with an overall focus on improving mission delivery.

Serves as the institutional quality assurance leader with institutional responsibility for integrating the Laboratory’s weapons’ and institutional quality programs, providing oversight for management of the development, deployment, integration of the quality requirements into the programs and management systems. Requires in-depth knowledge of integrated performance-based management systems from an executive perspective, including application to corporate and customer strategies and objectives. Detailed knowledge of Laboratory and knowledge of other organizations allows for innovative concepts and promoting new ideas. Consistently works with abstract ideas or situations across functional areas of the business, including partnerships with external organizations. Plans, directs, and controls all operations of organizations through assessment of intangible variables. Acts independently, restricted by only the broadest policies and objectives. Makes final decisions on administrative or operational matters and ensures operations’ effective achievement of objectives. Decisions have the maximum effect on the success or failure of the division, Laboratory, or corporation to meet its overall long-term objectives. Interacts internally and externally with executive level management, requiring negotiation of extremely critical matters. Influences policy making. Directs and controls the activities of several functional areas, divisions, product groups or service areas through managers who have overall responsibility for the successful operation of those assigned areas. Accountable for final administrative and operational decisions affecting group, division, Laboratory, or corporate-wide activities.
