Ms. Freedman has served as general counsel to LACERS and its two sister City of Los Angeles pension plans since 2015. In 2018, she was appointed to manage the Public Pensions General Counsel division of the Office of the Los Angeles City Attorney, where she leads a legal division of five Deputy City Attorneys, a legal secretary, and specialized outside tax, data privacy/cyber, fiduciary, investment/real estate, and securities monitoring and litigation counsel.
Ms. Freedman advises the LACERS Board of Administration and Executive Management on all fiduciary and plan governance, compliance, ethics, and municipal law matters. She frequently trains trustees and actively contributes to California and National public pension industry organizations. Ms. Freedman currently serves on the steering committee for fiduciary and plan governance for the National Association of Public Pension Attorneys (NAPPA) and has completed executive education including the California Association of Public Retirement Systems’ (CALAPRS) Management and Leadership Academy and the International Foundation of Employee Benefit Plan/Wharton School’s Portfolio Concepts and Management program.
Ms. Freedman holds a Bachelor of Arts in Political Science from the University of California, San Diego and a Juris Doctor from the University of California, Hastings College of the Law. Before appointment to the Office of the Los Angeles City Attorney, Ms. Freedman practiced at private law firms and as a judicial law clerk for the United States Court of Appeals for the Ninth Circuit.
