Rachel Baker Devine is currently a Senior Staff Analyst in the Resource Development Unit at the Los Angeles County Department of Public Health, a position held since June 2023. Previously, Rachel worked as a Staff Analyst for the Los Angeles County Department of Health Services, where Rachel led the training team for the CHAMP technology platform. Earlier roles include serving as the Restorative Practices in Communities Training Coordinator and Case Manager at The California Conference for Equality and Justice. Rachel directed the Soar to Success Project for Long Beach BLAST, coordinating federally funded workforce programming, and held various educational roles, including Site Coordinator for arc: After School & Experiential Education and a Fulbright Scholar in Colombia. Rachel holds a B.A. in Public Policy & American Institutions and Education Studies from Brown University and a Master’s Degree in Social and Cultural Analysis of Education from California State University, Long Beach.
