Robert P. Wheeler

Robert P. Wheeler is the Chief Human Resources Officer at Lowell Community Health Center. Robert has over 20 years of experience in human resources, and has held senior positions at South Shore Health System, Teradyne, and Corning Life Sciences.

Wheeler has been instrumental in designing and introducing talent assessment and leadership development programs. Robert has also developed competency models, and inventoried future technologies and internal capabilities to architect strategies that fill talent gaps. Robert's initiatives have included recruitment, retraining, and redeployment to meet organizational priorities.

In their role as Director of Human Resources at South Shore Health System, Wheeler spearheaded the transformation of the HR function, upgrading it to a contemporary business partner and shared services model. Robert also negotiated successful collective bargaining agreements with employees in engineering bargaining unit (IUOE Local 877), and implemented alternative dispute resolution mechanisms as union and litigation avoidance strategies.
