Libby Schoen has a diverse work experience in the field of social services and community development. Starting in 2005, they worked at the Madison County Department of Family & Children, where they held roles such as Early Childhood Programs Manager, Help Me Grow Service Coordinator/Early Intervention Specialist, and Incredible Years Program Facilitator. In these positions, Libby managed various initiatives, established partnerships, conducted screenings, and created individualized plans. In 2009, they became the Help Me Grow Clinical Supervisor at the same department, where they continued to work until 2013. Their responsibilities included building relationships with families, collaborating with service providers, and managing data. In 2013, Libby joined the United Way of Greater Toledo as the Director of Education, leading community-wide education initiatives and managing annual investments. Currently, they hold the positions of Vice President of Resident Services and Chief Programs Officer at Lucas Metropolitan Housing, starting in 2021 and 2023 respectively.
Libby Schoen holds a Bachelor of Science (BS) degree from Ohio University. Libby later pursued a Master of Education (MEd) degree at The University of Toledo. Additionally, Libby has obtained a Lean Six Sigma Green Belt Certification from O-I, although the specific month and year of completion are not provided.

Established in 1933, Lucas Metropolitan Housing (LMH) continues to provide affordable housing to adults, seniors and children in its Public Housing, Housing Choice Voucher, Mixed-Income and market rate housing units. LMH, also, provides a myriad of programs and opportunities designed to improve the total quality of life for our residents, with the ultimate goal of achieving self-sufficiency. The programs and services are the result of successful collaborations with numerous community partners. Our current housing portfolio consists of 2,669 public housing units; 4,732 Housing Choice Vouchers allocated units; 322 Low-Income Housing Tax Credit units; 198 Market Rate units; and, 107 Homeownership Properties.
