Rudy Locklear

Rudy Locklear is an accomplished professional with a diverse background in law enforcement, education, and public service. Currently serving as City Councilman for the Town of Pembroke and a member of the Tribal Council for the Lumbee Tribe of North Carolina, Rudy also holds the position of Chief Operating Officer at Peyen Outdoors LLC. An engaged educator, Rudy has contributed as an Adjunct Professor in the Department of Sociology and Criminal Justice at UNC Pembroke since 2014. With over two decades of experience as a Deputy Sheriff for the Robeson County Sheriff's Office, Rudy also directed the Basic Law Enforcement Training Academy at Robeson Community College until 2023 and served as a Magistrate-Judge with the North Carolina Administrative Office of the Courts. Rudy holds a Bachelor of Arts and a Master of Public Administration from the University of North Carolina at Pembroke, along with a Doctor of Philosophy in Public Policy and Administration from Walden University.
