Joseph Migliaccio has a diverse work experience spanning various industries. Joseph has held multiple roles at the Maine Technology Institute, including Director of Business Development, Director of Business Ventures Group, and Interim President. Joseph has also served as a Steering Committee Member at Maine Accelerates Growth (MxG) and Managing Member/Co-Founder at Closely held Operating and Holding LLCs. Joseph has contributed to the entrepreneurial community as a Mentor in the Top Gun Program at the Maine Center for Entrepreneurs. Joseph has also worked with the National Science Foundation as a Peer Review for SBIR-STTR. Prior to these roles, Joseph gained experience at Maukas Kahvila Inc. as a Co-Founder and at IDEXX as a Product Line Manager and R&D Associate. Joseph has also been involved in local government as a Town Council member in Freeport, Maine, and a member of the Planning Board.
Joseph Migliaccio completed their Bachelor's degree in Biology with a concentration in Chemistry at the University of Southern Maine from 1986 to 1990. Joseph also pursued coursework in Civil Engineering at the University of Maine. In 2001, they obtained their Master of Business Administration (MBA) degree from Southern New Hampshire University. Additionally, they attended executive certificate courses in Leadership and Project Management at the MIT Sloan School of Management from 2006 to 2007. In 1997, Joseph received a corporate certificate in Business Administration, Growth Management, and Leadership from the IDEXX Management & Leadership Institute. Joseph also participated in a program at the Hurricane Island Outward Bound focusing on teamwork and confidence expansion in 1995.

The Maine Technology Institute (MTI) is an industry-led, publicly-funded, nonprofit corporation that offers early-stage capital and commercialization assistance in the form of competitive grants, loans and equity investment for the research, development and application of technologies that create new products, processes and services, generating high-quality jobs across Maine. The Maine Technology Institute was established by the Maine State Legislature in 1999. MTI, working with partners across the state, “shall encourage, promote, stimulate and support research and development activity leading to the commercialization of new products and services in the State's technology-intensive industrial sectors to enhance the competitive position of those sectors and increase the likelihood that one or more of the sectors will support clusters of industrial activity and to create new jobs for Maine people.” MTI is one element of the State's economic development strategy to contribute to the long-term development of a statewide research, development and product deployment infrastructure. See full statute. Every $1 of MTI funds received generates an additional $14 in non-MTI funding. MTI funded companies say that MTI funding has been critical to their commercial success. Since 2000, MTI has funded 1,295 technology projects in Maine, a financial commitment of $106 million that has leveraged over $173 million in additional funding for a total of $280 million.
