Betsy joined Management Solutions to support growth opportunities in government markets. Having served more than 35 years in top-level management positions in public and private sectors, Betsy brings a wealth of senior executive experience in diverse markets. Betsy has an exceptional reputation for her ability to establish and maintain professional relationships. She is recognized for her abilities as a problem solver and intuitive strategist.

Prior to joining MSLLC, Betsy served as the Chief of Staff and Regulatory Officer for the Oak Ridge Department of Energy. In this role, she was a loaned executive from RSI EnTech, LLC (Restoration Services, Inc.). Betsy was responsible for coordinating executive resources required to deliver the company’s operational vision and the achievement of corporate goals and missions for the multibillion-dollar, nine-year clean-up contract.

As Chief Regulatory Officer, Betsy served as the chief interface with state and federal regulatory agencies and facilitated communications and partnerships among numerous stakeholders, including elected officials at the local, state, and federal levels.

Betsy served as the Commissioner of the Tennessee Department of Environment and Conservation where she managed a workforce of 3,200 employees and an annual budget of $290 million. Appointed by the Governor, Betsy was responsible for all EPA-delegated programs in the state, including land, water, air, and governance of the State Parks system. She also had oversight of the state’s Historic Commission and the environmental cleanup of the Department of Energy’s Oak Ridge Reservation.

Earlier, Betsy served as a Senior Vice-President for the Tennessee Valley Authority, beginning as Vice President of Community Partnerships, an economic development program supported by federal appropriations. The TVA economic development program served all of Tennessee and portions of the six surrounding states.
