Elizabeth Kelly, Ph.D, is an accomplished environmental scientist currently serving as the NPDES MS4 Permit Manager for the Martin County Board of County Commissioners since September 2022. In this role, Elizabeth identifies, develops, and implements water resource policies aimed at restoring and enhancing riverine and estuarine systems. Previous positions include a postdoctoral associate at Florida International University, where Elizabeth collaborated on water quality research, and a water quality research manager for Miami Waterkeeper, overseeing water sampling and laboratory analysis.
