Elizabeth Kelly, Ph.D, is an accomplished environmental scientist currently serving as the NPDES MS4 Permit Manager for the Martin County Board of County Commissioners since September 2022. In this role, Elizabeth identifies, develops, and implements water resource policies aimed at restoring and enhancing riverine and estuarine systems. Previous positions include a postdoctoral associate at Florida International University, where Elizabeth collaborated on water quality research, and a water quality research manager for Miami Waterkeeper, overseeing water sampling and laboratory analysis. With a robust academic background, Elizabeth earned a Ph.D. in Environmental Science and Policy from the University of Miami and has also pursued graduate studies in wetland and water resource management at the University of Florida. Multiple internships and roles across various institutions have equipped Elizabeth with substantial expertise in environmental microbiology and resource management.
