Todd Grossman

Todd Grossman has a diverse work experience, primarily in legal and regulatory roles. Todd started their career as an Assistant District Attorney at the Middlesex District Attorney's Office, where they handled criminal cases and served as a supervisor. Todd then moved to Morrison Mahoney LLP, where they worked as an Associate. Grossman later joined the Massachusetts Department of Public Safety as Deputy General Counsel, providing legal counsel and strategic advice. Todd was also appointed as a Commissioner at the Massachusetts State Athletic Commission, overseeing boxing, MMA, and other unarmed combat events. Grossman then joined the Massachusetts Gaming Commission, where they served in various roles including Deputy General Counsel, Acting General Counsel, General Counsel, and eventually as the Interim Executive Director. Todd played a significant role in the establishment of the Gaming Commission and its regulatory infrastructure, including drafting and implementing regulations and managing legal matters.

Todd Grossman completed their B.A. in Politics at Brandeis University. Todd then went on to pursue a Doctor of Law (J.D.) degree at New England Law | Boston.

The mission of the Massachusetts Gaming Commission is to create a fair, transparent, and participatory process for implementing the expanded gaming law passed by the Legislature and signed by the Governor in November, 2011. In creating that process, the Commission will strive to ensure that its decision-making and regulatory systems engender the confidence of the public and participants, and that they provide the greatest possible economic development benefits and revenues to the people of the Commonwealth, reduce to the maximum extent possible the potentially negative or unintended consequences of the new legislation, and allow an appropriate return on investment for gaming providers that assures the operation of casino-resorts of the highest quality.
