Winnie A. Liao

Winnie A. Liao has a diverse background in technology and consulting, with experience across various industries. Currently, Winnie serves in the Enterprise Technology division at Mastercard since May 2021. Prior to this role, Winnie was the Chief Operating Officer at the Michigan Department of State from January 2019 to May 2021 and held technology positions at a multinational financial and insurance corporation and a multinational professional services network. Winnie’s earlier experience includes management consulting roles at recognized firms, as well as strategy and operations work with S/V Pyxis, which involved extensive sailing in the Sea of Cortez and the Pacific Ocean. Winnie’s career began in engineering and security consulting, with foundational roles at a security software startup acquired by IBM. Winnie holds a Bachelor of Science in Mechanical Engineering from the University of Michigan and an MBA from the University of Notre Dame’s Mendoza College of Business.
