Senior Vice President, FHA Chief Underwriter at Merchants Capital

Michelle Small originally joined the company as a Loan Processor & Closer in 2005. At that time, she worked on multi-platform applications for financing with FHA, RHS, Fannie Mae and Freddie Mac. In her current role as FHA Chief Underwriter, Michelle oversees all aspects of Merchants Capital’s multifamily credit process through the U.S. Department of Housing and Urban Development (HUD) and USDA’s Rural Housing Service (RHS). She is accountable for the development and expansion of the FHA & RHS credit team and manages the underwriter training program. Focused on enriching existing credit policies with respect to Agency guidelines, Michelle works with internal leadership across platforms on various growth initiatives.

Throughout her career, Michelle has specialized in housing finance and has a deep understanding of multifamily Agency programs. A member of Merchant’s loan committee, she reviews all concept packages and loan applications submitted to HUD and RHS and is a key point of contact for clients and team members with questions about MCC, FHA and RHS credit policy. Further, Michelle monitors and reports results of the compliance & ethics efforts of the company and provides guidance for the Board and senior management on matters relating to compliance.

Michelle holds undergraduate degrees in Business and Accounting as well as an MBA in Finance through Anderson University.
