Yulia Kulakova

Yulia Kulakova serves as the MEL Manager at Mercy Corps since February 2023, previously holding the position of MEL Coordinator. Between February 2020 and January 2023, Yulia was a MEAL Officer at Danish Refugee Council, focusing on the development of M&E methodologies, logical frameworks, data management, and conducting assessments. Prior experience includes roles as Project Manager and Head of Innovation Department at the Vinnytsia municipal center of innovation, and Project Manager at the Vinnytsia Regional Development Agency, where Yulia designed proposals and implemented community-focused projects. Earlier positions involved providing methodological assistance at the Regional Resource and Information Center and serving as a Senior Specialist in the Department of International Cooperation of Vinnytsia regional state administration. Yulia holds a Master's degree in Management of Foreign Economic Activity and possesses specialized education in international tourism and philology.
