Vice President, Procurement Services at Metrolinx

Marlene Monkman, MBA, CSCMP, CPSM, has a rich and diverse work experience in procurement and supply chain management. Currently, they hold the position of Vice President, Procurement Services at Metrolinx since October 2022. Prior to this, they worked as the Director of Enterprise Vendor Governance & Procurement at CPP Investments | Investissements RPC from May 2021 to September 2022.

From March 2017 to April 2021, Marlene served as the Vice President of Procurement at Infrastructure Ontario. Additionally, they contributed to the Supply Chain Management Association Ontario, where they held the roles of Chair of the Board Nominations Committee from October 2013 to October 2017, and Board Director from October 2012 to October 2015.

Before joining Infrastructure Ontario, Marlene worked at SNC-Lavalin, holding various positions including Senior Director of Strategic Procurement from January 2010 to December 2016. Marlene also served as the Senior Manager of Business Operations from July 2007 to June 2008, and Director of Procurement from July 2008 to December 2009.

Prior to SNC-Lavalin, Marlene gained experience at USC Education Savings Plans Inc., where they worked as the Manager of Operations & Vendor Relations from June 2003 to June 2007. Marlene began their career at Clarke Inc. as the Supervisor of Corporate Services from July 1997 to June 2003.

Marlene Monkman holds a Master of Business Administration (M.B.A.) degree from Athabasca University, obtained in the year 2017. Marlene also has a Public Procurement Law and Practice Certificate from York University - Osgoode Hall Law School, attained in 2013. In 2011, Marlene achieved the CPSM (Certified Professional in Supply Management) certification from the Institute for Supply Management. Marlene received the CSCMP (Certified Supply Chain Management Professional) certification from the Purchasing Management Association of Canada in 2010, after completing their studies in Procurement & Supply Chain Management. Lastly, Marlene obtained a Post Baccalaureate Diploma in Business Management from Athabasca University in the year 2015. Additional certifications include an MBA from Athabasca University Faculty of Business, a CPSM from the Institute for Supply Management, a CPP (Certified Professional Purchaser) from the Purchasing Management Association of Canada, and a CSCMP from the Purchasing Management Association of Canada.
