Clare Davies OBE has extensive work experience in the field of law enforcement. Clare began their career in 2009 at Surrey Police, where they served as the Head of Corporate Development. In this role, they were responsible for strategic planning, performance management, and audit functions. Clare also played a vital role in establishing a new governance model to address funding gaps and ensure the force met its annual savings plan. Clare's contributions were instrumental in developing the annual local policing plan and budget.
In 2010, Clare was promoted to the position of Director of Corporate Services at Surrey Police. As an Executive Board member, they provided leadership and strategic direction to the force. Clare led key departments such as HR, Finance, ICT, and Shared Services. Clare successfully transformed back-office functions, reducing costs by 35% while improving service delivery outcomes.
In 2013, Clare joined the Metropolitan Police as the HR Director. Clare held responsibility for all aspects of HR, including Resourcing, Workforce Planning, Policy & Reward, Leadership & Talent, and Employee Relations. Clare also served as the national police service lead for Workforce Futures, pioneering new approaches to the policing employment framework. Clare's dedication and expertise in managing a workforce of 50,000 people significantly contributed to the success of the organization.
Currently, Clare holds the position of Chief People and Resources Officer at the Metropolitan Police, a role they have held since 2023. In this capacity, they oversee the management of people and resources within the organization. With their vast experience and strategic vision, Clare continues to make valuable contributions to the law enforcement sector.
Clare Davies OBE obtained a Post Graduate Diploma in Learning and Development from the University of West London, where they studied Human Resources Development from 2000 to 2003. Prior to that, they attended Farnborough Hill Convent School from 1984 to 1991, but no specific degree or field of study was mentioned.
