Joan Kartelias

Joan Kartelias, PHR, CPRW, serves as the Division Manager of HR Policy & Professional Development and the Human Resources Point of Contact for Middlesex County, NJ, since August 2018. With extensive experience in human resources, Joan has previously held the role of Human Resources Manager at Everas Community Services and spent over a decade at DeVry University in various capacities, including Senior Career Advisor and Graduation Coordinator. Earlier career highlights include working as a Senior Human Resources Coordinator at Kraft Foods, Associate Manager at Prudential Insurance, and Office Manager at Metro Glass. Joan holds a Master’s degree in Human Resources Management from the Keller Graduate School of Management of DeVry University and a Bachelor of Arts in Liberal Arts with a focus on Art History from Kean University.
