Pat Williams Ph.D.

Pat Williams, PhD, PHR has diverse work experience in various organizations. In their current position as the Program Director, Engagement and Career Transition Services at the Military Officers Association of America (MOAA), they provide career transition assistance to military personnel. They offer one-on-one career management consulting, advising on skills necessary for civilian employment and assisting with personal assessment, resume development, interview preparation, and job search strategies.

Prior to joining MOAA, Pat served as the Deputy Director/Comptroller at Field Support Activity / Budget Submitting Office-11, where they oversaw financial management and human resources. They also held the role of Chief Diversity Officer, supporting diversity management initiatives and promoting an inclusive work environment.

Before that, Pat worked at the United States Naval Academy as the Director of Admissions. In this role, they led a large team and managed the admissions program budget. They also served as an instructor for the Naval Leader course on ethics and moral reasoning.

Pat's experience also includes serving as the Director of Civilian-Military Manpower and Personnel/Total Force Management Office at the Naval Sea Systems Command (NAVSEA). In this position, they managed HR functions and provided support to over 50,000 military, civilian, and contractor personnel.

Earlier in their career, Pat was the Commanding Officer at the Military Entrance Processing Station, where they evaluated and processed individuals for induction into the Armed Forces.

Pat holds a Doctor of Philosophy (PhD) degree in Business Management with a specialization in Human Resource Management from Capella University. Additionally, Pat has a Master of Arts (MA) degree in Defense and Strategic Studies from the U.S. Naval War College and a second Master of Arts (MA) degree in Security Studies with a focus on Western Hemisphere from the Naval Postgraduate School. Pat completed their undergraduate studies at Mississippi State University, obtaining a Bachelor of Arts (BA) degree in Communications.

In addition to their academic qualifications, Pat has also obtained a professional certification in Human Resources. Pat is a designated Professional in Human Resources (PHR) and received this certification from the Human Resource Certification Institute (HRCI) in January 2011.
