Jeffrey Norman has a diverse work experience in the field of law enforcement. Jeffrey started their career as a Police Lieutenant at the City of Milwaukee in May 2010. After seven years, they joined the Milwaukee Police Department, where they held various positions such as Captain of Police, Assistant Chief of Police, Interim Chief of Police, and Chief of Milwaukee Police. Jeffrey currently holds the position of Chief of Police at the Milwaukee Police Department, which they assumed in November 2021.

Jeffrey Norman attended the University of Wisconsin-Milwaukee from 1992 to 1996, where they obtained a Bachelor of Science degree. Following this, they attended Marquette University Law School from 1998 to 2002 and earned a Juris Doctorate degree. Lastly, from 2011 to 2013, they pursued a Master of Public Administration (MPA) degree at Kaplan University with a specialization in Public Administration.
