James's background includes positions related to biosecurity and animal welfare, notably as Private Secretary for Biosecurity at the MPI Minister’s Office and in various analytical roles within MPI’s Biosecurity & Animal Welfare Directorate. James's career also spans local government and transport planning, having worked as a Policy Planner for Kapiti Coast District Council, Resource Officer in Yellowknife, and Transport Planner at NZ Transport Agency. Educational qualifications include a Post-Graduate Certificate in Economics from Victoria University of Wellington and a Bachelor of Environmental Management from Lincoln University (NZ).
