Ministry of Digital Development, Innovation and Communications

The Ministry of Digital Development and Communications is a state central administrative body of ICT sector in Mongolia that establishes a telecommunications network, implements the government's mandate to provide the public with fast, efficient, reliable and uninterrupted public services, news and information, and makes policy decisions. The Government of Mongolia has declared the information and communications technology as one of the leading sectors of the economy and aims to become an “Digital Nation”, as well as planning to deliver digital transformation up to 90 percent by 2024. In the context of this work, the Ministry of Digital Development and Communications was established on 6th January, 2021. The Ministry's operational strategy, organizational structure, and staffing limits were approved by Government Resolution No. 13 of January 6, 2022. The Ministry has 6 departments, 8 divisions, 87 employees as well as 3 state budgeted companies under its supervision which are E-Mongolia Academy, National Data Center, National Networks for Radio and Television. Besides the general responsibilities set forth in the Law on the Legal Status of the Ministry of Mongolia, the Ministry of Digital Development and Communications has special powers under the Law on Communications, the Law on Posts, the Law on Radio Waves, the Law on Electronic Signatures, the Law on Public Information Transparency, the Law on Protection of Personal Information, and the Law on Cyber Security. In addition, it have been playing an important role for implementing nationwide programs and project of the ICT sector such as “National Satellite”, “Mail to Every Household”, “Digitalization of Radio and Television Broadcasting”, “E-Government”, and “High Speed Broadband Network”.
