Madis Raaper

Madis Raaper is an experienced professional currently serving as an Attaché at the Permanent Representation of Estonia to the European Union, focusing on relations with the European Parliament and inter-institutional affairs. Prior to this role, Madis worked as a Foreign Investment Desk Officer at the Ministry of Foreign Affairs, where responsibilities included managing foreign investment topics and authoring Estonia's first investment protection action plan. Previous positions include Cyber Security Coordinator at the University of Tartu, Cyber Security Policy Advisor at the Ministry of Economic Affairs and Communications, and IT Project Manager at the Ministry of Defence, highlighting expertise in cybersecurity, policy development, and project management. Madis holds a Master's Degree in International Relations from the University of Tartu and has also studied at the University of Göttingen.
