Cynthia Leow

Cynthia Leow currently serves as the Senior Director of Family and Child Development at the Ministry of Social and Family Development in Singapore since April 2023. Prior to this role, Cynthia held the position of Director at the Early Childhood Development Agency from June 2020 to May 2023, overseeing policy and sector funding as well as corporate development and services. Cynthia’s extensive experience in public service includes directorial roles in workforce planning, leadership development at the Public Service Division, and policy direction at the Ministry of Defence. Additionally, Cynthia contributed to healthcare manpower planning at the Ministry of Health and developed strategies for the tourism sector within the Ministry of Trade and Industry. Early career experience includes engaging in industry development strategies for education services at the Singapore Economic Development Board. Cynthia's academic credentials feature a Master of Management from Stanford University, an MPhil in Economics from the University of Cambridge, and a Bachelor's Degree in Economics from The London School of Economics.
