Hilary advises telecommunications clients on regulatory, policy, and transactional matters before the Federal Communications Commission (FCC) and National Telecommunications and Information Administration (NTIA) to help them advance their business goals.
Hilary represents clients in front of utility commissions on wireless infrastructure deployment, trial courts in connection with denials of permits and prohibitions of personal wireless service, and the FCC’s Enforcement Bureau. She has experience with aiding clients in applying for federal funding for the deployment of broadband and has advised clients on compliance with federal programs.
Prior to joining Mintz, Hilary was an associate at a boutique law firm focused on the telecommunications industry and served as a judicial law clerk for Prince George’s County District Court in Maryland. She also has appeared numerous times in Maryland State Courts and continues to represent clients on telecommunications litigation matters.
Hilary served as editor-in-chief of the American University Business Law Review. Throughout law school, she interned with the FCC in the Front Office of the Wireless Division as well as with other telecommunications industry stakeholders.
