Zora Mulligan currently serves as the Executive Vice President at Missouri State University, a position held since August 2022, following a tenure as Commissioner of Higher Education for the State of Missouri from August 2016 to August 2022. Prior experience includes Chief of Staff for the University of Missouri System, where responsibilities involved leading discussions among system vice-presidents and campus chancellors, and advising on complex issues. As Executive Director/CEO of the Missouri Community College Association from 2010 to 2014, Zora Mulligan focused on fostering collaboration among community colleges and securing significant grant funding. Earlier roles include Assistant Commissioner of Higher Education and General Counsel with the Missouri Department of Higher Education, and Assistant Attorney General at the Missouri Attorney General's Office, overseeing consumer protection efforts. Zora Mulligan holds a Juris Doctor and a Master’s Degree in Higher Education Administration from the University of Kansas, as well as a Bachelor’s Degree in Political Science and Psychology from Drury College.
