Helen Borg Muscat

Dr. Helen Borg Muscat was admitted to the University of Malta (Faculty of Laws) in October 1987 where she obtained the Diploma of Notary Public in 1991. After successfully submitting a thesis entitled ‘Criminal Responsibility of the Individual in Public International Law’, Helen graduated Doctor of Laws (LL.D) in 1993 and a year later she was admitted to the Bar.

Helen holds a Diploma of Studies in Canonical Marriage Cases Jurisprudence and Procedure. In March 1987 she joined the banking sector whereby she garnered over 25 years of experience in the lending business as well as the relative legislation. As from June 2014, she has been employed within the Malta Gaming Authority and she currently occupies the post of Head – Criminal Probity Department. Helen has also held various consultancy positions for the Government of Malta.

Helen also served on the Luqa Local Council between 1993 and 1997.

She is married and has one son, Andre’.​​
