Sylvain Giguère

Sylvain Giguère is an experienced economist with a strong background in economic development and policy. Sylvain currently holds the position of Vice President, Business Development at Mitacs since 2023. Prior to that, they served as the Chief Economist and Head of Metropolitan Economic Development at the Communauté métropolitaine de Montréal (CMM) from 2019 to 2023. In this role, they led the design and implementation of a 10-year metropolitan economic development strategy.

Before their time at CMM, Giguère worked at the OECD for over two decades. Sylvain held various roles, including Head of Division, Senior Economist, and Economist. At the OECD, they played a crucial role in shaping the work programme of the OECD Committee on Local Economic and Employment Development and developing guidance for governments and local leaders on economic development and policy issues. Sylvain also managed a division of economists, statisticians, and project managers and established partnerships with other international organizations.

Giguère's earlier experience includes working as an Economist at the Ministère des Finances du Québec from 1993 to 1995 and at the Ministère des Ressources naturelles et des Forêts from 1992 to 1993. Sylvain began their career as a Business Analyst at MCE Conseils in 1991.

Sylvain Giguère has a Doctor of Philosophy - PhD degree in Economics from the University of Paris I: Panthéon-Sorbonne and another Doctor of Philosophy - PhD degree in Economics from Queen's University. Sylvain also holds a Master's degree in Economics from UQAM | Université du Québec à Montréal, as well as a Bachelor of Arts - BA degree in Economics, also from UQAM | Université du Québec à Montréal.
