William Thornton is an accomplished construction and program management professional with extensive experience spanning over three decades. Currently serving as the Hawaii-Pacific Region Program Manager at MOCA Systems since 2014, Thornton specializes in program delivery and contractor coordination. Previous roles include Director of Construction Services at Aqua Engineers, Inc., and Project Director for Hawaii Operations at Kitchell, where significant project management contributions were made, including overseeing a $500 million civil construction project.
