Matthew Burton

General Counsel at Modern Health

Matthew Burton is the current General Counsel at Modern Health. Prior to that, they were the legal director at Uber Technologies, Inc. from August 2014 to May 2019. There, they founded and led the legal team that counseled Uber's self-driving (ATG) and urban air mobility (Elevate) programs. Matthew was responsible for identifying and mitigating legal risks and delivering other legal support across safety, operations, regulatory compliance, testing, strategy, product development, and commercial matters.

Burton provided counseling to ATG and Elevate product teams on new product launch plans, creation of AV system capabilities, AV hardware development, and product integrations with third parties. Matthew also conceptualized and established regulatory strategy to facilitate ATG and Elevate's respective testing and operations roadmaps, including pioneering engagements with state and federal regulators on developing new regulatory frameworks and advising on state and federal compliance issues.

Matthew successfully led a cross-functional legal team handling government investigations and internal reviews of company actions relating to a highly publicized accident. This enabled Uber to serve as a model for industry participation in such investigations.

Matthew Burton attended the University of Virginia School of Law, where they earned their Juris Doctorate. Prior to that, they completed their Bachelor of Arts in International Studies at The Johns Hopkins University. After law school, they pursued a Master of Arts in Law and Diplomacy at The Fletcher School at Tufts University.
