Jeffrey H. has a diverse range of work experience in various leadership roles. Jeffrey is currently the VP of Community Program at Making Opportunity Count, starting in 2022.

Prior to their current position, Jeffrey worked at South Middlesex Opportunity Council (SMOC) for an extended period of time. From 2007 to 2021, they served as the Division Director of SMOC Behavioral Healthcare, where they successfully improved operations and revenue by implementing new strategies and systems. During their time as the Senior Project Leader from 2003 to 2007, they oversaw multiple property development projects, totaling over $8.5 million and involved in all aspects of the programs. From 1996 to 2007, Jeffrey played a key role in establishing and growing the Economic Development division at SMOC, focusing on workforce development, education, and skills training programs. Before that, they held the position of Economic Development Project Officer, where they managed a micro-loan program and created a start-up incubator program.

Prior to their work at SMOC, Jeffrey was self-employed as an IPO Trader at Metro West Financial Group from 1991 to 1994. Before that, they served as an Assistant Professor in the Department of Political Science at the University of Massachusetts Lowell from 1986 to 1991.

Jeffrey H. earned a Bachelor's degree in Honors in Latin American Studies from Tulane University School of Liberal Arts between 1974 and 1978. Jeffrey then pursued further education at the Boston University Graduate School of Arts & Sciences, where they earned a Ph.D. in Political Economy/Public Policy/Program Design between 1979 and 1986.
