Heather Black has been working at Montgomery County Government since September 2003 as a Manager II for Timekeeping and Payroll. Heather also serves as a Senior Project Manager, overseeing various departmental and enterprise projects. In addition, at Pine Valley Mobile Home Park Cooperative, Inc since 2008, Heather is the Secretary, responsible for recording and distributing meeting minutes and handling shareholder transfers. Previously, at Citi from April 1990 to April 2001, Heather worked as a Project Manager focusing on financial related projects. Heather earned an Associate’s Degree in Business Administration and Management from American InterContinental University in 2007.
