Patrick Campbell serves as the Deputy Chief Operating Officer for the Montgomery County Government's Department of Health and Human Services, overseeing a vast network of services aimed at vulnerable populations. With extensive experience in emergency management, Campbell has held critical roles including Senior Emergency Manager, where responsibilities included mass care activities and coordinating post-disaster recovery efforts. Appointed by the Governor as the Commissioner of the Police Standards and Training Commission in Maryland, Campbell also contributes as Adjunct Faculty at MACEM&PS and chairs key committees focused on mass care and housing at the Metropolitan Washington Council of Governments. Previous experience includes Senior Disaster Program Manager at the American Red Cross, leading a large team in disaster response and community partnerships. Campbell holds a Master's Degree in Conflict Transformation from Eastern Mennonite University and has a strong background in leadership and program development across various sectors.
