Rick Cloutier, C.M. directs airport operations and administration, with experience in overseeing FAA part 139 non-hub airports. Rick has successfully negotiated commercial service contracts and increased enplanements by adding airlines and new destinations. Prior to working in aviation, Rick served in the United States Marine Corps as a District Operations Manager and Operations and Maintenance Chief. Rick holds a Bachelor of Science in Public Administration and a Certificate in Human Resource Management from the University of Main.
