Prior experience at Care Wisconsin includes roles such as Health Plan Operations Manager and Service Coordinator Supervisor, among others, showcasing a progressive career in health services. Earlier roles include positions at Commerce Bank and Americor Financial, focusing on loan servicing and business operations. Debbie Foster holds a Bachelor of Science in Human Services/Health Services Administration from Upper Iowa University as well as an AAS in Business Mid Management from Madison Area Technical College. Further qualifications include two certificates from Boston University School of Social Work in case management and behavioral health in aging, both completed in 2017.
