Scott is a partner in Atlanta office and has more than 25 years of health care program integrity experience performing and managing examinations, reviews, agreed-upon procedures (AUP) engagements, and performance audits conducted in accordance with Generally Accepted Government Accounting Standards and American Institute of Certified Public Accountants (AICPA) guidelines. Scott has also testified as an expert witness for state government agencies. Scott has managed many projects for Myers and Stauffer, including multiple electronic health record pre- and post-payment review engagements, Women, Infants, and Children vendor analysis and verification reviews, and nursing facility cost report audits.

Scott authored the Financial Sustainability Plan for the state of Georgia health information exchange. He also co-authored the Audit Guides for Georgia, Louisiana, Maine, New Hampshire, and New Mexico, which were all approved by the Centers for Medicare & Medicaid Services (CMS) within days of submission. He presented at the Medicaid Enterprise Systems Conference in Des Moines, Iowa in 2015 on “Actionable Quality Data: Validating, Aligning and Effectively Using”. Scott regularly attends the CMS Community of Practice meetings, along with national and regional Health Information Technology for Economic and Clinical Health conferences, in order to maintain an up-to-date understanding of current interpretations of all federal rule changes.

Scott has previously performed a series of on-site AUP engagements for the Georgia Department of Community Health. These engagements included on-site interviews of Medicaid managed care organization (MCO) corporate and local staff, analysis of the MCOs’ payments to providers, and testing of certain internal control procedures.

Prior to joining Myers and Stauffer in 2011, Scott managed the cost report audits unit of the Healthcare Audits Division for the Georgia Department of Audits and Accounts (GDOAA). While at GDOAA, he also supervised and audited nursing home and home health cost reports, while also performing on-site audits of state agencies and county school boards throughout the state of Georgia.

Scott is a Certified Public Accountant (CPA), a Certified Fraud Examiner (CFE), a Project Management Professional (PMP), and a Chartered Global Management Accountant (CGMA). He is a member of the Georgia Society of Certified Public Accountants, AICPA, and the Association of Certified Fraud Examiners.
