David C. Bowen

David C. Bowen, P.E. serves as the Director of Engineering and Construction at the Narragansett Bay Commission since May 2018, managing the planning, design, and construction of various engineering projects, particularly focused on wastewater facilities. Prior to this role, David held positions as Engineering Manager at Narragansett Bay Commission, where oversight of engineering assignments was a key responsibility, and as RI & Southeast MA Wastewater Group Leader at Wright-Pierce, leading wastewater initiatives in the region. David began a career in civil engineering as Project Engineer at Beta Engineering and Universal Engineering Corp., and later served as Senior Project Manager at Maguire Group Inc., engaging in comprehensive environmental and civil engineering projects. David holds a Bachelor of Science degree in Civil Engineering from the University of New Hampshire.
