Deputy Assistant Administrator & Agency Procurement Ombudsman & Competition Advocate at NASA

Marvin L. Horne is the acting NASA Deputy Assistant Administrator for the Office of Procurement, Agency Procurement Ombudsman, and Competition Advocate. He previously served as the Director of the Procurement Strategic Operations Division, where he led and managed senior acquisition professionals who were responsible for providing guidance, support, and tools to NASA centers geographically dispersed across the United States. They also assisted Headquarters Mission Directorates and Mission S­upport Offices in planning, conducting, and processing major complex procurement actions, as well as analyzing and recommending approval of key critical acquisition documents that require approval of senior headquarter officials.

Since joining NASA in 2008, Mr. Horne has served in multiple key executive leadership positions, including the Director of the Information Technology Procurement Office hosted at NASA Goddard Space Flight Center (GSFC). He was responsible for planning and implementing acquisition strategies, issuing solicitations, conducting negotiations, and processing awards. He also administered agency-wide enterprise contracts, IT support contracts, and other institutional IT contracts, as well as administered contracts for the Government-Wide Solution for Enterprise-Wide Procurement (SEWP).

In that role, he provided strategic leadership and execution for over 230 active contracts with annual obligations that exceeded $730 million and managed a workforce of over 150 civil servants and contract employees.

Mr. Horne has also served as the NASA’s Office of Procurement (OP) and Office of Small Business Program (OSBP) Mission Support Future Architecture Program (MAP) Transformation Project Manager, where he oversaw all activities for creating and implementing an enterprise organization for a workforce of 790 employees and an annual budget of $100 million. He also implemented a service delivery model to support the agency’s annual spend, which exceeds $19 billion. Prior to this role, Mr. Horne served as Deputy Procurement Officer for the Stennis Space Center (SSC) where he was responsible for the management and operations of the SSC’s Office of Procurement.

Mr. Horne began his career in government as an active-duty member of the United States Air Force, then as a contracting Copper Cap Intern with the Department of the Air Force. He holds a Bachelor of Science degree in professional aeronautics and a Master of Science degree in aeronautical management from Embry-Riddle Aeronautical University. He also holds a master’s in business administration (MBA) from William Carey University. Mr. Horne has received a Federal Acquisition Certification in Contracting (FAC-C) Level III, a FAC-C Digital Services Specialization (FAC-C-DS), and a Defense Acquisition Workforce Improvement Act (DAWIA) Level I in Program Management.

Mr. Horne is the recipient of numerous performance and group achievement awards, such as the NASA Administrator’s Gears of Government Initiative Award, a Silver Snoopy Award, NASA’s Early Career Achievement Medal, and the Air Force Achievement Medal.
