Jessica Jennings

Jessica Jennings is currently the Legislative Director for the Transportation & Rural Action Caucus at the National Association of Counties. Prior to their current position, Jessica worked as a Policy Advisor at GSA from May 2017 to November 2018. In their role at GSA, Jessica acted as a liaison between Congress and the agency by responding to frequent congressional inquiries, briefing Members and their staff on matters related to GSA Public Buildings Service (PBS), attending relevant hearings, and providing analysis of legislation to agency heads. Jessica also prepared agency heads to testify before Congress, to include confirmation hearings, by coordinating and participating in murder boards, creating reference materials, formulating talking points, and providing feedback. As a subject matter expert on PBS issues, Jessica provided weekly and ad hoc briefings to the PBS Commissioner and provided technical assistance to congressional committees. Jessica also worked closely with House and Senate committee staff and other federal agencies to secure congressional approval for leasing and construction project prospectuses. Furthermore, Jessica collaborated with other federal agencies, Congress, local and state governments, and public and private stakeholders on the best path forward for leasing and construction needs. With a decade’s worth of industry relationships and congressional experience, Jessica has been able to ensure that the agency is prepared for any given congressional action.

Jessica Jennings has a Master’s Degree in Consumer Sciences from The University of Alabama and a Bachelor's degree in Political Science from North Carolina State University.
