Rikardo Hull currently serves as Chief Operating Officer and EVP of Strategy & External Affairs at the National Association of Water Companies, a position held since August 2018. Prior to this role, Rikardo was an Attorney Advisor to Commissioner Powelson at the Federal Energy Regulatory Commission from September 2017 to August 2018. Additionally, Rikardo functioned as Chief Counsel to the Senate Majority Leader in the Office of Senator Jake Corman between June 2016 and September 2017. Previously, Rikardo was Counsel to Commissioner Robert F. Powelson at the Pennsylvania Public Utility Commission from November 2007 to June 2016, advising on energy, telecommunications, and legal matters, and served as Assistant Counsel in the commission's Law Bureau. Rikardo began a legal career as an Attorney at Hawke McKeon & Sniscak LLP, specializing in administrative law and regulatory issues from August 2002 to November 2007. Educationally, Rikardo holds a Juris Doctor from Widener University Commonwealth Law School (2002) and a Bachelor of Arts in Political Science and Sociology from Millersville University of Pennsylvania (1997).

Since 1895, the National Association of Water Companies (NAWC) has represented the regulated, private water companies that deliver safe and reliable water to 73 million Americans every day. That's almost one quarter of our nation's population. Founded in 1895 by a handful of small water companies, NAWC today has members located throughout the nation and ranging in size from large companies owning, operating or partnering with hundreds of utilities in multiple states to individual utilities serving a few hundred customers. Our members' businesses include ownership of state-regulated drinking water and wastewater utilities and many forms of public-private partnerships.
