Rachel See

Rachel See has been recognized as an advocate for digital transformation and a thought leader regarding the use of cutting-edge technology in complex litigation.

As a senior attorney at a federal regulatory agency, Rachel leads digital transformation, information governance, and IT modernization efforts. She has also helped manage a nationwide civil rights litigation program, and has taught litigators how to distill highly technical arguments for non-technical judges and other audiences. As the attorney responsible for her agency’s use of complex technology in its nationwide litigation program, she led complex technology procurement efforts and regularly argued and briefed complex motions regarding electronic discovery issues.

Rachel has spoken frequently on LGBT issues, and has conducted transgender inclusion and competency training at numerous federal agencies and other organizations. She has provided pro bono legal advice to many transgender individuals regarding identity documents and other legal issues, and in 2014, she was named one of the “Best LGBT Lawyers Under 40” by the National LGBT Bar Association.

Before entering government service, Rachel was a partner at Williams Mullen in Richmond, Virginia, where she led the firm’s Electronic Discovery and Litigation Technology practice group. She previously was an associate in the eDiscovery practice group of Seyfarth Shaw in Chicago.

An accomplished classical musician, she regularly performs with the Symphony of the Potomac and other ensembles in the Washington DC metropolitan area.

Rachel received her undergraduate degree from Yale University and her law degree from the Duke University School of Law. She is admitted to practice law in Ohio.

Rachel has served as the board President since 2017.
