Lisa Leahy

Ms. Leahy brings over 25 years of experience working with public sector entities to her role as Board President.

The majority of her career has been focused on assisting communities and constituents in accessing state and federal technology resources. Lisa managed the Maine.gov website, delivering the first online service to citizens leading to day-to-day unlimited, equitable, access to all government services online. Another large focus of her public sector career was managing initiatives for the state of Maine’ s broadband office. This work encompassed granting funding to telecommunications companies for expanding broadband access to areas of need statewide. She created one of the nation’s first planning grant programs which provided communities the funds and assistance to guide them in interactions with telecommunication providers and prepare them for accessing infrastructure funding and to meet their unique, defined needs.

Lisa managed multi-million-dollar federal funds to provide broadband mapping, planning, technical assistance and capacity building. She was a State Point of Contact for the federal FirstNet initiative that built a dedicated first responder broadband network nationwide. Lisa worked for private sector telecommunications companies advising on federal opportunities, managing contracts with state broadband offices, and working with communities of all sizes to apply for broadband infrastructure and digital equity funding. A career highlight for Lisa was directing a statewide office that assured online resource access to students in 37 universities and colleges.
